The purpose of the 1994 Comprehensive Open Lands Plan is: “To identify and develop strategies for acquiring or protecting key remaining open lands in Vail that would be valuable for recreation, protecting sensitive environmental resources, extending or connecting trails, providing adequate neighborhood open space, and creating a small amount of contingency land for unforeseen needs (e.g. employee housing, public facilities).”
The plan establishes community priorities for open space and recreation needs; identifies specific parcels for acquisition or other action for the purposes of environmental protection, trail development or future public use; and outlines alternative techniques for the protection of open space and for the management of open lands. Toward this end, the plan includes specific recommendations in three main areas:

As of December 2016, the town has fully or partially completed 52 of the action items, or the objective was otherwise achieved, in the 1994 Plan. These range from property acquisition to creation of access and conservation easements.
